M-form vs P-form, deadlines and how to file.

If you arrived in the Netherlands during a calendar year, you must file an M-form (migratie form) for that partial year. Subsequent years use the standard P-form. Filing deadline is May 1 (P-form) or July 1 (M-form). Extensions are available on request. The Belastingdienst (the Dutch tax authority) accepts online filing via Mijn Belastingdienst with DigiD (national digital ID).
